Handelat is by treaty a Fresian city, although with a good deal of Alexia, Flannari, and even Dwarven influence. As the gateway to the Fresian heartland, it is a major center of commerce as well as a well fortified free city. It has recently been occupied by Gildenhome forces due to lawlessness as well as to enforce a quarantine to stop the plague spreading in the south, as well as to contain the monster-states springing up in the vacuum.
