The good news is that every community, region, or province has its own local - and often wildly disparate - forms of government, ranging from outright collectives to various brands of representative and direct democracies. The only forms of government will NEVER find among gnomes are autocratic ones. FWiW, in the interests of keeping psionics still relatively rare and eyebrow raising, wizards and clerics can mostly do all of the work since you're relying on detection (low level ability) rather than prevention. (High level abilities) So, for example, there is a Psionic Detect Magic and a Magical Detect Psionics, they're just... less efficient. The Detect Magic psionic power is a level 1 power (as opposed to being a level 0 cantrip), while the Detect Psionics spell is a level 2 spell (as Detect Psionics power is a level one power). I don't see any reason mere detection shouldn't have some method of crossing over.
