Although not a halfling organization, per se, its growth from various halfling communities means that halflings call the shots at the highest levels. The Carnival&amp;#039;s activities run the gamut from public works to blatant illegalities, and at best are seen as cunning and manipulative schemers who thrive amongst the gaps in the [[Concord of the Highways]]. The name itself comes from the pre-Alexandrian origins of the association, which grew organically from a halfling traveling circus and exhibit show.&lt;/div&gt;</summary>
