A certification of ability awarded from the [[University of Flannery]], corresponding to the first awarded level of ability.
A certification of ability awarded from the [[Alexandrian Universities]], corresponding to the first awarded level of ability. It signifies that the person in possession of the Primary Measure has met or exceeded a certain level of aptitude in a particular field of study.  Generally, a person with a Primary Measure in a certain field has at least a general understanding of most topics within that field, and is qualified for further research and study.

It signifies that the person in possession of the Primary Measure has met or exceeded a certain level of aptitude in a particular field of study.
