The organizer of the kobolds seems to be an emancipation-minded gnome with a fondness for black leather and masks. He uses a (Gnomish, presumably) repeating crossbow, with fast reload and other feats that make him quite effective with it.
The Thane in the East (city?) has offered a reward of gold pieces to the characters if they can solve the kobold problem.
The Thane of Kred has provided assistance to deal with the Gnome. Presumably, they would be angered if the party came up empty-handed.
Additionally, Mat the Slaver has offered (unspecified) dear payment for the Gnome's head.
