Bloody Kate

Bloody Kate is the pirate-turned-mayor of Whitemist Harbor, and one of the five members of The Cartel. She controls totally the major port into the region, although conversation with Krebblin Marrs shows her town is riddled with spies. Levan Absold describes her as "exactly what you'd expect," and suggest that while she's a fearsome and fearless fighter, she's also not particularly sophisticated and ought not be prepared for a magical conflict. He also figures her band's members to be less reliable than some, and thinks they will be little challenge if she is removed from play.
