The Concord of the Highways is the name of the Ubrekti-era treaty with the remains of the Halfling Rajj which lays out the rights, rules, and responsibilities for both halfling nomads and the nation-states that host them. Although the Ubrekti Empire is long extinct, the Concord still holds, and is maintained almost unchanged in the current day.

Although a fairly detailed set of traditions and understandings, in general it allows halflings traveling in their tribes free passage, grazing lands, and taxation exemption in exchange for sacred oaths of absolute neutrality and a complex system of token payments and tolls to local authorities. It applies equally to both boat and road tribes.

Note, it does not apply to individual or small groups of halflings traveling with adventuring parties.
