I would say so. As it is based off the loosely off the English, it also means the King is tied to a Privy Council to some degree, which means he and they need to inhabit the same city.

I would say so. As it is based off the loosely off the English, it also means the King is tied to a Privy Council to some degree, which means he and they need to inhabit the same city. -gm
