The Dark Carnival

The Dark Carnival is the unofficial name given to the various business, commercial, and clandestine interests of several halfling tribes, the Hand tribe most well known among them. Although not a halfling organization, per se, its growth from various halfling communities means that halflings call the shots at the highest levels. The Carnival's activities run the gamut from public works to blatant illegalities, and at best are seen as cunning and manipulative schemers who thrive amongst the gaps in the Concord of the Highways. The name itself comes from the pre-Alexandrian origins of the association, which grew organically from a halfling traveling circus and exhibit show.
