The result of crossbreeding between Elves and Humans which has been virtually impossible for at least 1000 years.
If, somehow, a half-elf were to be born, they would have to be very careful about revealing their true nature. The gregarious and social half-elf, therefore, does not make sense for this setting.
Replace the +2 bonus to Diplomacy and Gather Information with a +2 bonus to Bluff and Disguise.
