Can the secondary effect be dismissed and re-cast in subsequent rounds to try to get the wanted effect, or is it "stuck" for the duration? If the axe is passed to another person while the effect is happening, does it transfer that effect as well? -[[User:Slitherrr|slitherrr]] ([[User talk:Slitherrr|talk]])

The weapon casts the spell effect on the wielder then it's done. In my mind, it sticks for the duration, but by the rules of how spell-effect items work it would be cast as the spell, so at the very least would be (D)ismissable, although I think that's not a free action. That wouldn't undo the use of the item's ability, for that matter. So, honestly, it's fine if it's a dismissable effect - loss the +1 of the weapon and a standard action.
