Well, the writers of Complete Adventurer thought five was balanced. Like we talked about, it doesn't allow any bonuses past the normal skill max, unlike the other skill bonus feats, and things like Negotiator effectively add two points each to the two skills involved, disregarding rank maximums. I think, considering that, I would say that five would even be too few, except that the feat can be stacked.
