The Concord of the Highways is the name of the Ubrekti-era treaty with the remains of the Halfling Rajj which lays out the rights, rules, and responsibilities for both halfling nomads and the nation-states that host them. Although the Ubrekti Empire is long extinct, the Concord still holds, and is maintained almost unchanged in the current day.

The Concord of the Highways is the name of the Ubrekti-era treaty made with the conquered dog riding clans. It lays out the rights, rules, and responsibilities for both halfling nomads within the empire, as well as the empires. Although the Ubrekti Empire is long dead, the Concord has remained more or less intact with the successor states of the empire.

Although a fairly detailed set of traditions and understandings, in general it allows halflings traveling in their tribes free passage, grazing lands, and taxation exemption in exchange for sacred oaths of neutrality in times of war, and a complex system of non-currency tributes to local authorities. It applies equally to both boat and road tribes.
