I'd forgotten all about this. Heh. This is semi-canonical. As with all things Gnomish, don't go looking for hard and fast rules that apply across the entire of society. -gm

What I was going to do was have some of the progessive states in Hakan start out with the People's Diviners v1 (as described on this page) where they started out as annual election/referendum officials and party primary vote counters, simply for the dramatic efficiencies you'd get in an eager democracy (assuming voter turnout is wicked high in opionated New Hakan). I was thinking this would have been the theory of Prio's mentor at UoH, to streamline the democratic process a tad.
Exactly as you said, what I want Prio to do is to drive his theory to make the People's Diviners more like pollsters that gather feedback/info on pretty much every policy thought/decision/aftermath, etc. Basically Prio doesn't make a move without getting a daily take on the public sentiment. (It's like how Google does with every tweak to their homepage, in a way.) In a way, a lot of scholars think he'll pretty much be unstoppable if he can stay ahead of public sentiment day-to-day and always move in the right direction. His super-long-term idealogical vision is a sort of million-head-hydra government where the will of the people is directly reflected in the actions of government. He's a lofty-thinking fellow and that served him well in UoH but we'll see what happens when his ideals collide with the hard-reality on the ground. :) -Mattie
