A certification of ability awarded from the [[Alexandrian Universities]], corresponding to the second awarded level of ability.  It signifies that a person has expanded his knowledge in a field to a certain degree (the field is usually one in which the recipient of the award has at least a [[Primary Measure]], but this is not a requirement), and is considered an expert on that topic in particular, and the field in general (to a lesser extent).
