So many questions! Are there any cities that have permanent teleportation circles set up?

Not that I know of. The Ubrekti Empire was very keen on their use, and they actually maintained a pretty ballin' continent wide waygate system during the height of the empire. Generally speaking, big gate systems are too labor, capital, and magically intensive to construct at scale. However, some smaller gate systems can and do exist, such as the one that formerly connected the three fortress complexes of Wydmoor Free City: The Magius Tower, Castle Wydmoor, and the City proper (Under the Cathedral).


Is the number of high-level wizards who can cast this spell very small, extremely small, or only kind of small?

Kind of small. It's not a big secret or a rare spell, but in a pocket world like ours, an 11th level magician is a pretty substantial wizard and not middle management. Someone 14th-16th level could credibly be called an Arch-Mage and someone 17th or 18th level is basically one of the most powerful people around. Level range is more Krynn-esq than Torilian.


Do people connect trade networks through teleportation?

Nope. To expensive and too fragile.
