Bloody Kate was the pirate-turned-mayor of Whitemist Harbor, and one of the five members of The Cartel. She totally controlled the major port into the region, although conversation with Krebblin Marrs did show that her hold was not absolute. Levan Absold described her as "exactly what you'd expect," and suggested that while she was a fearsome and fearless fighter, she was also not particularly sophisticated and not prepared for a magical conflict.
